FIFA are considering implementing another rule change for the World Cup knockouts, according to The Times.
The world football governing body hope to make the penalty shootout fairer with this measure.
The first matches after the group stage take place on Sunday, and a decision still needs to be made regarding a possible change for the knockouts. Currently, the penalty shootout is tossed twice. The first toss determines on which side the series is played, and the second toss determines who starts. FIFA want to change this.
FIFA and the IFAB (the international football rules committee) are therefore investigating how this can be made fairer. For example, they are looking into the possibility of tossing only once, where the winner gets to choose whether to kick first or which goal to shoot at, while the loser automatically gets the other choice.
The most recent example is the Champions League final between Arsenal and Paris Saint-Germain, in which PSG won both coin tosses. Ultimately, The Gunners lost the penalty shootout. It remains to be seen whether this change will be implemented at this World Cup.
