Both UEFA and CONMEBOL have demanded that FIFA pay out to each member-association $10 million between 2027 and 2030 from their cash reserves.
This would be for investments in infrastructure and football development.
In a letter to FIFA president Gianni Infantino, the two confederations said this demand is based on an analysis of FIFA’s finances by them.
They believe that there was no reasonable reason for FIFA to sell World Cup shares in order to provide money to national associations, as there is already a large cash reserve with money that can be distributed directly.
According to UEFA and CONMEBOL, FIFA are expected to end the 2023-2026 period with a cash reserve of around six billion dollars , and thus they believe that there is ample coverage for deficits until the next World Cup.
UEFA and CONMEBOL also believe that FIFA should look at their finances – and commission an independent investigation – regarding whether it is possible to make an even larger payment to the national associations, and whether it is possible to make a similar payment during the period 2031-2034.
“Releasing some of these reserves would demonstrate that affiliates should not have to choose between development and good governance, between investment and integrity, and between financial support and the ability to assess proposals on their factual content,” the letter stated.
