Five-time world champions Nigeria finished top of Group B with six points from three matches, while the Dutch finished as one of the third-best losers thanks to a final day rally against the USA.
The European champions, who knocked out 2017 world champions England, lost their first two Group D matches before they smashed past USA 4-0 to finish third on three points from as many matches.
The winners of this tricky Round of 16 tie will then be up against the winners between Argentina and Paraguay in the quarterfinal.
Africa will also be represented in the knockout rounds of the U17 World Cup by Senegal and Angola.
Angola will battle South Korea, while Senegal take on Spain.
