His late introduction was the spark Gokulam Kerala needed to dismiss Neroca, who last season twice beat their opponents.
Justine, on a season-long loan from Indian Super League club Kerala Blasters, came off the bench to make it 3-1 for the home team with a cool finish.
He also ensured his club increased their lead when he was brought down for the penalty, which was put away to make it 4-1.
Gokulam Kerala now have four points from their first two matches of the new season after they were held to a 2-2 draw on the opening day of the campaign.
