The other top seeds are hosts Morocco and defending champions Cameroon.
The three top seeds will head the three groups for the tournament which will be played from March 13 to 31.
In Pot 2 are Tanzania, Senegal and Uganda, while Pot 3 has South Africa, Algeria, Cote d’Ivoire, Congo, Mali and Zambia.
Nigeria may have conquered the world in 1985, 1993, 2007, 2013 and 2015, but the last time they ruled Africa at this level was 14 years ago in Togo.
They barely finished fourth at the last U17 AFCON in Tanzania.
