Kadiri has quit Swedish club Ostersunds FK for the Belgian second division club, who are owned by the City Football Group, who have Manchester City.
OFK initially rejected a bid of a million Euros from the City Group, before they eventually accepted an improved offer of about 1.3 million Euros.
Kadiri, 20, is expected to be given a four-year contract by Lommel, who hope to challenge for promotion when the new season kicks off next month.
